    The only real council tax issue to be considered is whether or not GGM has made the decision that she will not be returning to live at the property. If that's the case then, in the absence of any tenants, the residents would fall liable for the charge otherwise, GGM would still be regarded as resident for council tax purposes and would remain liable for the council tax charge.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

    As explained, she is the landlord, and has all the obligations of an owner/landlord.

    You (or rather she and her attornies) need to learn about their obligations and liabilities.

    Insurance is optional (unless she has a mortgage and the lender requires it as a condition of the loan). But in principle:
    * the owner of the property would insure their building
    * the owner of the contents would insure their possessions
