Hi we were photographed entering into a car park in braunton Devon.
We were in there for 20 minutes.
Ive appealed to Premier Park and theyve rejected my appeal.
I was sat in the car at all times with my blue badge being displayed. Signs were rubbish and there wasnt any mention of disabled payment.
Where we live in gloucester you just leave your blue badge displayed and get 3 hours for free.
Because of my disabilites, Premier park will accept £30 instead of £100.
Should I pay or escalate to POPLA
Opinions please?

The blue badge scheme does not apply on private land, and the car park operator or landowner can charge whatever they like, and make up whatever rules they want. This is a completely unregulated scam industry.
Being in the car is irrelevant. The car was parked.

Did you give away the driver's identity in your initial appeal? I hope not as the keeper has protections that the driver does not.

most council car parks near me give ONE HOUR extra parking time but usually charge for ANY stay , same applies at my local hospital , pay to park and get an extra hour for "reasonable adjustments under the EA2010"
private car parks have their own rules where the EA2010 applies and as mentioned earlier the BB scheme does not extend to private car parks , hence why the ticket was issued
you may appeal and "get away with it" on a technicality, but not if you are relying on the BB scheme, because the land the vehicle was "parked" on (or was stopped on) is not a part of the BB scheme
so this could be a costly lesson that encourages you to read the blue booklet and also read the signs when the vehicle is stationary or "parked"
how do I know ? because I also have a BB that was renewed this year and since coming here 6 years ago I have had my eyes opened and know to check the signs when my vehicle is "stopped" - wherever that may be (plus to read my blue booklet too)
PP have made one concession by reducing the charge, showing that they have taken something into account, unusual for a PPC to do this0 -

Hi I have decided to pay the £30. I am thinking as I dont have an income it will be better than losing a popla appeal and having to pay £100.
Also some of the peoples comments on here have been so unhelpful when youre genuinely asking for help or advice.
