Sect 10 shows when an entitlement starts which isn't necessarily when you passed your test

yes, if a regulation about who can drive a class of vehicle is changed then that is the date shown.

I have some showing a date in 1973 and one showing 2013.

See if you can find the date test passed on the DVLA licence check site which holds all the information about test pass dates and vehicles your entitled to drive

I'm sure there's some rhyme or reason behind the date. I too passed my test in Australia when I was on a working holiday in 1995 but the date on mine states <08/07/91. Having said that this could've been the date when I got my provisional.

AFAIK the the dates shown on the reverse are the earliest dates those categories are valid from rather than the date you passed your test.
