If your sticking with tiscali i think you need an adsl router, would you connect by using ethernet from the 360 to the router, id get a netgear personally, i found my netgear easy to setupNo Links in Signature by site rules - MSE Forum Team 20

Xbox Live is good when u get it up & running.....I have a Belkin router but really depends on your needs really ...will you be wanting to go wireless? have you only got the 1 computer and xbox?These are the Good 'ol Days just wait and see!0 -

Think I will get a netgear as the forums and what not have all recommended them.
Will get a wireless one as though we only have one PC and the xbox360, Dearest-Husband has been hinting at getting a laptop so the PC can be moved out the living room, think that will be my Christmas present (But I don't know that of course) anyway, might as well pay the extra for the wireless as it will be used some day!
Been on the xboxlive guide site all night (and last night too) from what I can see in the forums, technically it should work, but mostly it doesn't. Plus, my aim might improve, especially with that soldier game, rainbow whatever, blairing on the TV!
No option but to stock with Tiscali till next year sadly.

Just a comment on the OP (hopefully the problem will go away with a router)...but were you connecting the Xbox and PC via the standard ethernet cable that comes with the 360?
Fairly sure you'll want to be using a crossover cable in this case....(this is the best price I could find when I wanted to do the same)

The 360 to PC cable doesn't need to be a crossover cable - standard straight through cable works. That's what I'm using. Can't remember where I read it but it's working fine on mine using ICS.
I had trouble when I tried it but got it working no problem by setting up ICS on the PC ethernet connection then going into the network setup on the 360 and choosing reset to factory defaults. Worked straight away after rebooting the 360. Give it a try.0
