parking ticket bought - postal PCN still received

Hi,
I've been looking and can't find a similar situation, so would be grateful if anyone could point me to a thread I can use as a reference point?
As keeper, I received a PCN from Civil Enforcement Ltd for a parking stay for which the driver had purchased a ticket at the time and didn't over-stay. They no longer have that ticket as the PCN only arrived 2 weeks later. The retail owner of the car park wouldn't intervene but has provided the CCTV footage of the driver approaching the machine, keying-in the reg number, inserting money, and walking off with the ticket.
My question is whether I still use the full template appeal from here, or just say that parking was paid for at the time and attach the CCTV footage.

You need to send the blue text appeal from post #1 of the NEWBIES FAQ sticky thread.
Send it as the keeper.
Send it unchanged - no additions or alterations necessary.

Seeing as CEL fold every time they see the template, you need no changes.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

simple answer - NO
CEL have not provided their evidence to you , no landowner contract , no car park map with the signage locations shown , no CCTV or all of the ANPR photos , no evidence if key entry machines were present on the site , no computer records of the camera detections before , during and after the parking period
chances are they provided very little EVIDENCE at all, its an alleged debt for a dubious invoice
if it gets to a POPLA appeal, you are expected to provide all your evidence with your appeal, before you even "see" their evidence pack to POPLA , so you as an apellant are always on the back foot
you can comment on their evidence pack in 2000 characters at the rebuttal stage (but you cannot add any new evidence) , before POPLA make a ruling
hence why not providing your EVIDENCE does not cause any issues for YOU if it goes to popla (or to court for that matter)0 -

Update - received a letter today from CEL confirming cancellation of the PCN. How long should I keep it just in case? I assume 6 years.
