    It could have been an ANPR camera, perhaps chasing untaxed vehicles, not a speed camera. I've also heard of HMRC operating camera vans, but not sure what for. The blue colour suggests it is not a scamera van, though. All those I have seen have been white.
    If someone is nice to you but rude to the waiter, they are not a nice person.

    Cameras in the vans are manually aimed and triggered, if there was no one in the van it could not have been operating.


    As AndyMc..... has rightly pointed out, they can capture you up to 1km away. The operator could have caught the OP and then gone for lunch by the time he passed the van ....
