We had a dog next door that would only bark when left alone, so the neighbours never thought there was a problem. The issue with a dogs bark is that it penetrates walls quite well and can make you jump - so for us, there was no sleep other than in the evening to early in the morning. My next door neighbours dog barks constantly when they go out and doesn't stop til they come back, when they're in it doesn't bark at all so to them they don't think there is a problem.

Sadly some people get dogs and then just leave them home alone 7/8 hours a day

Our neighbour is retired but whenever he goes out for an hour or two shopping his dog barks constantly then as soon as his car pulls into the drive, it stops. So obviously he wouldn't think his dog ever barked!
We have a Labrador and she barks at the postie/people walking across our gravel drive and people and dogs in the alley behind our house but thats it, I'd consider that 'normal' dog barking. Excessive is all day, every day relentlessly.0 -
I've just walked home by my near neighbours house. They are out and their dogs are barking especially when someone passes by.

Animal lovers don't like to hear animals in a stressed state, which is what it is when dogs are left to bark for hours out of anxiety and/or boredom.0 -

Possibly.
But, I know the neighbours (and dogs!)) well. And the dogs generally only bark when they hear someone outside. I don't believe they are stressed and they are not left that long.
Having said that I can see that it could be annoying to someone who finds barking irritating. For me, the baby over the back crying at night (window left open) , was much worse. My partner would have thought completely the opposite!0 -
You're right that context makes a difference. Tomorrow morning at around 7am, two dogs will tear around the field across the lane and bark excitedly, because they're enjoying themselves. I won't mind that because it's a happy sound. Even when it happens earlier in high summer, I can ignore it.
But that's a transient short-term event and not really the sort of barking that bothers reasonable people.0 -

Its similar to my neighbour with noise, with her its kids and her friends she has large gatherings pretty much every day, you never know when they will end, how severe the noise can get to and means if I want a early night I often still hear kids excited to as late as midnight, and the next day I can be woken 6am.
I don't mind kids having fun or someone having visitors its the lack of care from the tenant who acts like it should just be accepted.
I hate silence but I love peace, I like hearing a family have a good time but hate the disruption that occurs as a fallout.0 -
My partner's neighbours have a dog that barks loudly and aggressively from early in the morning, regularly punctuated by their yells at it to "SHUDDUP". He's never seen it taken for a walk; it's a big dog in a small crowded house.
I think we are far too indulgent to rubbish dog owners in this country.They are an EYESORES!!!!0 -

Report that to the RSPCA - never taking a dog for a walk is abuse.Poor thing
You can report anonymously to the RSPCA about dogs, I've done it.0
