Would Environmental Health not deal with the smell?0

So the council under the planning came and found 2 domestic fryers and removed them. They then visited again as a different smell (pancake batter) started. I told the council who revisited but they weren't frying. They had a waffle maker which is where the smells was coming from but they are allowed this so now I have emailed environmental health. I am hoping that as the door to the kitchen is connected to the residential hallway they can do something?0
