Plenty of refurbished desktops, these are Dell and are the best, will last you for a long time:

This would be better than throwing money at re[airing an old PC, with the risk of other components failing.

£209 for the 3010? Too expensive.
The 7010 at £119 represents much better value; https://www.dellrefurbished.co.uk/dell-optiplex-7010-47635.html0 -

Rather than to take the PC anywhere, she can simply call the 'local PC shop' in order to ascertain the cost of fitting a new PSU to that particular machine.
If they refuse to give a price for that particular job and insist that you bring it in, I would give them a wide berth.
In addition, a hard drive back-up and swap seems a likely outcome for a nine year old PC, especially if 'clicking sounds' have been noted along the way.
So one has to weigh the costs.
Yes, I'm aware of that. I simply meant that her data will once again be accessible. On a nine year old PC, changing both the PSU and the hard drive, plus labour, is simply not cost effective. It would only be so if the OP could DIY it, using used parts. A shop is going to charge not less than £100-£120 for parts and labour.
OP could get a base unit refurb to a much better spec for a little more.No free lunch, and no free laptop0 -
Excuse my ignorance but if I got a new "tower" such as the Dell ones mentioned, could I still use my HP monitor or would I have to get the complete pc set up?0

What is the model number of your HP monitor? I will take a look at its spec's and connections, tell you which cables fit the monitor.I think this job really needs
a much bigger hammer.
