Broken time indicator screen

I want to add to my first appeal letter that the screen which gives your individual vehicle exit time when you drive in to the car park was broken. Should I write this in the email on my appeal (copied from the newbies post)? Please be kind responding to my first post - I searched and couldn’t find the answer.
