Help with PCN

Hello,
My story is a long one! I am an NHS student who occasionally has lessons at a local college, in which our university rents out a floor. There are hundreds of us NHS students who have to attend occasional lectures there, yet they only release a very small amount of parking permits (which has been acknowledged by them). They tell us it's tough and we should park in the town centre and walk over (which we can't afford). We have asked for more parking permits multiple times as the car park isn't even very well used so there is no reason we shouldn't have one, just to be turned down.
However, there is a dedicated area for visitors. This clearly states no staff or students, however we are not students of the college, we are independent students of a different university altogether who just visit. A member of staff told us they were happy for us to park in those bays, which is what most of us have been doing for the past 2 years. This includes signing our car in. However there is a member of staff who as well as being very inappropriate towards us, will not let us sign our cars in. Unfortunately on one day when he was working, I couldn't sign my car in and received a parking charge of £100! I think this is extremely extortionate as the car park isn't even one in which you have to pay to park so the company would not suffer any financial loss.
Also to add, the reason PCN issued was : Not Displaying a Valid Permit. Where I was parked does not require a permit, it was a visitor's space. I don't think you're even meant to park in there if you do have a permit.
Any tips on this?
I have read the NEWBIE thread but still not quite sure how to go about this, but I'd like to appeal.

I wasn't sure whether to use it as it says about the writing not being big enough as a default?
I'm sure the signs where I got the ticket were big enough so I wasn't sure if that template was still appropriate?0 -
Send the blue template appeal from the NEWBIES thread.
Send it as the keeper.
Send it without change - no additions or alterations needed.
That's all there is to it at this stage.0 -
How much bigger than the minimum sizing were the signs when you measured them?
Or are you guessing?
There would seem little point in having a one size fits all template if people don't use it.0 -
Which PPC? Makes a difference to the advice as POPLA is worth trying, but IAS not.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

as an NHS student I doubt that you are a signage expert, I also doubt that you have read the BPA CoP and checked their info on signs against the ones on this car park
I also do not believe you have looked into the BARRY BEAVIS case at the Supreme court 2 years ago, otherwise you would not be complaining about losses and/or extortionate charges
you asked for help and you read that thread, many dont , so because you are not a law student and dont understand this topic, leave it to those who do , like you would with a lecturer or mentor teaching you medical stuff
ie:- LEAVE COUPON-MAD AND OTHER EXPERTS to decide on the wording of the blue text template letter , all YOU have to do is what it says in that NEWBIES FAQ thread and use it "as is"
that NEWBIES FAQ sticky thread IS up to date and IS appropriate
who sent the PCN ?
was it sent within the POFA2012 timeframe and does it contain relevant POFA2012 wording ?0 -
It's IAS. So would you suggest not sending the template? They sent the Keeper notice within time frame and use appropriate information.0

send the template, because you need to appeal just the once , and keep a copy and note the date, this way you create a paper trail for if or when it goes to court
the PPC has 6 years to try a court case, so if a judge asks if you received the pcn and why you failed to appeal, think of the consternation you will feel when asked in court
and NAME the ppc, no need for the secret service on this name issue
very few are POFA compliant, so I doubt that this PPC adhered to POFA0 -
