It can depend on the authority to access the location.
As in your quote, plenty of private locations can be considered to be a 'public place' as the public have the authority to access them, but not all private locations give the public that authority.
If the authority to access is restricted - eg. Residents Only car parks, private driveways etc., it may not be considered to be a 'Public Place'.0 -
If the public have access, how can it be private?
If there is a gate, it might not be a public place?
If the gate is broken, does that mean it is no longer private?
If the Dartford river crossing is shut does it cease to be a road?
