I don't see why not as he's used 7 years worth of the stuff he will have to pay for it.0

Is the electricity bill included in his rent?
Does he know where his meter is ? Read it, make a note of the meter serial number and take a photo. Prove it is his by switching off the supply at the consumer unit or switch by the meter.
Others will post a link so he can find out who his supplier is.Never pay on an estimated bill. Always read and understand your bill0 -
It's too risky.... they'll find him.
7 years, that's 84 months.
84 months at, say, £50/month .... that's over £4k.
He needs to stay living there and hide for the rest of his life and hope he doesn't suddenly get that bill!0 -
Did he register with the supplier on taking up residency? Did he attempt to get a bill? Did he submit meter readings?
If no, then back billing rules will not apply and they can go back 6 years.
You'e just not given us enough info to answer your question. No free lunch, and no free laptop0 -

When he moved in the landlady told him he wouldn’t get a bill and took a meter reading from him the meter is outside and could of been read by anybody at any time,he has never stopped anybody reading meter or preventing anybody from doing so and would have paid any bill received he did not register because he was told by the landlady he would not receive a bill so did not think he had to this was given credence by the fact that there is external communal lighting that serves a couple of flats that runs of his flat he thought this was why he could not be billed, this all came out a few months ago when a new lease had to be established and during conversations this came to light that neither party was paying electricity bill, this situation was up and running before his tenancy began and so he walked in on something that was already happening, which means that his landlady that should’ve been paying bill in between tenants obviously was not and so was aware of situation for a long time,so what liability under circumstances will the tenant have thanks for any advice0
