Was the permit car specific? For example could they have looked up the VRM on their list of valid, issued permits and confirm the car was in the correct location?

No, the permit only states:
UKCPM
(Location)
(Company)
"Corresponding bays only"
"Staff Permit"0 -

Nozzle - you must realise costs are limited on the small calims track? You cannot reclaim your own sols fees. Same as they cant reclaim theirs.
