    How significant is this from the POPLA website. Does it relate to the relevant land argument or is that separate?

    "POPLA has taken the decision to consider the cases previously adjourned due to Byelaws. Find out more.

    In September 2016, POPLA took the decision to adjourn all appeals relating to parking charges or penalty charges issued on land subject to byelaws. We did so after receiving challenges that we did not have a remit to determine a byelaw breach."

    I've no idea. Thats why i was throwing it out there. Thought Byelaws might be entwined with the whole relevant land, Road Traffic Act stuff. I'm speculating.

    What do you take it to mean?

    sorry I'm wrecklessly spewing messages here but trying to get this tied up this evening whilst i have a bit of time.

    POPLA website says to "use your own words" when appealing. Does this mean they will look unfavourably on appeals that take chunks of text from templated responses? Or is the view of this forum that these actually work more than they dont?
