Yes do ring Eon with the readings but this will not be your final bill - that will only be generated when the switch is complete.
If the bill that is generated tomorrow is a debit then Eon may block the swop.

Just a quick heads up on blocking switches. Usually, we only object to a switch for debt where the balance is over £200 and this is over 28 days old; or if we've sent a formal request for payment more than 28 days ago (not including a first reminder). If none of this applies to the OP's parents, they'll be okay to switch.
