Why did we get Council Tax Liability Reduction of 20%?

I've just been going through some previous council tax correspondence and noticed that for one year we received a Council Tax Liability Reduction of 20%. Anyone know what is is or why it was applied to that year but not previous years? We are just a regular married couple with 2 kids and can't think of any circumstances that have changed.

nope, moved in Oct 2014, Can't see the liability reduction for the first 2 years then it appears for the 3rd year.0

I am wondering whether you are reading the bill correctly?
The only way I can think of for receiving a 20% reduction for council tax would be if you switched from paying over 10 months to paying over 12 months. That would give you a 20% reduction in your monthly payments - at least that is if my Maths is correct!0 -

HOW YOUR AWARD HAS BEEN WORKED OUT
Your Council Tax Reduction has been worked out as follows:
Your weekly Council Tax (before any deduction) is £33.26
A liability reduction of 20.00% has been applied.
Your revised weekly eligible liability is therefore £26.61
(the maximum Council Tax Reduction payable)
Maximum Council Tax Reduction payable £26.610 -
This reduction of 20% is normally for the property being vacant at the beginning or at the end of liability
Some councils dont grant empty property discounts anymore so if this is one the bill then it's a plus to you as the charge is 80% not 100%
But I would give them a ring if you want clarification - try a general question to them giving no names or addresses“You’re only here for a short visit.

That is council tax reduction (what used to be council tax benefit) and is means tested by the council- it's nothing to do with the usual council tax discounts (unoccupied properties etc).I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0
