    I'd send it now to UKPC, copy to the debt collectors.
    Great that you've got incontrovertible evidence of your movements over those 2 days, make this clear in the letter.


    I doubt you'll get CCTV out of the airport, they'll hide behind GDPR probably, but I wouldn't worry about that because you've got enough to show you were elsewhere. Your mum can, if it comes to it, make a statement saying you took her, at what time, and some evidence of her flight.


    As Umko says, draw specific attention to your change of address.


    Now, if they ignore you and you carry on getting letters, what I'd do is reply every time with a very short standard response, to UKPC and copied to the debt collector (as appropriate):


    Dear Sirs,


    I enclose my letter of x date which you have ignored. I have received yet another letter from your agents (copy attached). this is the [second/third etc] letter sent to me since I wrote to you on x date.
    I repeat that I require you to cease harassing me and processing my data.


    I will refer to this letter on the issue of costs under Rule 27.14(2)(g).


    Yours faithfully


    Then just send that every time. This sets you up nicely for unreasonable behaviour costs.

  • This advice differs from normal forum advice which is to ignore debt collectors.
    However, where there is a clear, demonstrable defence then I favour making out your defence in some detail then writing back a short letter every time they chase you to remind them and to tell them to go away - this sets you up to seek costs if they are foolish enough to proceed, and also for a DPA/harassment counterclaim if you are game to include those.

    thank you so much for this advice.

    I have also go a reply from the airport today - they managed to trace my car on that day and gave me the exact times of my entering the car park and then leaving it, it confirms my reg plate etc.

    So gathered all my evidence now and like you said they would be fools if they still wanted to proceed.

    I have clearly stated that I changed my address in capital letters in the body of the letter.

    I'd enclose it with your letter, along with your other evidence of your whereabouts when it is claimed car was parked - it clearly shows there's no claim.


    You don't have to disclose evidence you rely on until you get to the pre-action phase after a Letter Before Claim is sent out. However, I think you should just send it now. a) they may go away and b) you're putting yourself in a strong position for unreasonable behaviour costs.

    Got a letter from DVLA yesterday that confirms that UKPC requested my info from DVLA on the 30/05/2018... so over 2 months after the allegedly me overstaying at their car park.

    Also, another letter from Debt Recovery Plus:

    Thank you for your communication regarding about PCN. The time to challenge the charge has now expired and therefore access to an Independent Appeals Service is no longer available.

    What are they on about? if by communication they mean my phone call to them then I was never informed of any appeal time and presumed it was way past that anyway as the parking charge notice happened on the 21/03/2018....
    but then UKPC didn't get my details till end of may.... still dont know how Debt recovery Plus got my temporary address.

    Anyway, I sent the letters you advised me to send to both 'companies' yesterday with most of the evidence attached, certificate of postage obtained, sent to 3 different addresses for UKPC as it seems they ave a few or change them all the time to confuse people.

    They should stop harassing me after they receive them.

    Got a letter from DVLA yesterday that confirms that UKPC requested my info from DVLA on the 30/05/2018... so over 2 months after the allegedly me overstaying at their car park.

    That's because they were banned in late March till late May and couldn't get the data till they were released by the DVLA at the end of the ban.

    PCNs from March were easy to win and there are loads where UKPC have cancelled them ALL, when the appellant pointed out in June when they finally got a late NTK, that the keeper can't be held liable by such a late PCN.

    At last, the scam PCN has been cancelled as it should have been all along!

    I havent heard of UKPC being involved with an airport before, its usually APCOA or VCS or UKPPO for example
