I presume it's in programs that were made by (or could be sold to) the US market. In some cases - you lose a minute before the ad break telling you what's in the next segment (to make you stay through the ads) and then another minute of "previously on..." for people who only arrived on that channel during the ad break. So that could be 6 minutes in an hour time slot 10% - more if the introduction is lengthy. It's also slightly cheaper to make as the same piece of footage might appear 3 or 4 times in the same show.Two statements that are pure filler and make me so angry:

My favourite used to be The Streets Of San Fransisco, where they read out the on-screen credits for you...
