He did not use the word covered, but if it was a serious splash, he should have got three quotes, gone through his own insurance and got them to sort it out.
The advice for a splash and covered will be very different, and what type of paint. Old or water based is the most likely.

You need to establish who the painters are and who their insurer is, then claim from them. If that goes nowhere, you can take it to a small claims court.
