Pre-paid broadband and cancellation charge (plusnet)

I have pre-paid internet with plusnet until next year. I’m due to move house, living with a relative temporarily and in a couple of months to a new home (fingers crossed).

I called to see what options are available and was told
1. Cancel with a fee £30ish and no refund of money paid
2. Temporary move and then permanent move when either the broadband cost will increase (to £7 per month to cover the cost of reconnection) or a reconnection fee upfront will need to be paid, around £150

The person buying my house wants to avoid a reconnection fee and has asked for me to give permission to transfer the line to him, so he can switch provider, this he has been told will mean no reconnection fee for him. I’ve been told this will trigger a cancellation for me and a charge, the £30ish

I don’t mind doing this at all, as long as I’m not out of pocket.

I also can’t understand why if I cancel I have to pay a fee AND there is no refund - surely it’s fair it’s only one or the other?

I feel that the broadband companies are getting money in connection charges every time we all move, is there anyway round this?
