council tax

I have recently had notice of alteration from the VOA to correct my council tax banding from a C to B this also states in the letter that the effective date is 2002,but my local council have only gone back to 2009/2010 so having looked on the form site and what other people have been awarded most councils go back the the effective date from the VOA but Bromsgrove council have not.
Having spoken to the VOA they say they have done there bit and told the local council to amend from the 10-September 2002.
Is there anything a can do to get my refund to the date of what the VOA letter says.

    I've just been talking to someone about similar and it looks like it may end up at a valuation tribunal. Have the council stated any particular reason ? I expect that that they're quoting the Limitation Act to restrict the backdating ?
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
