Alpha Insurance insolvency

We purchased a GAP insurance policy, £300 for 3 years, with our car in March 2017 and have just received notification that the underwriters, Alpha, are insolvent. We should be able to get a refund/partial refund on the premium but it's covered by the Danish Guarantee Fund which will cost us 1,000DKK.
The paperwork is complicated and I'm not sure whether it is worthwhile after the 1000DKK, or even how to start the process. I've emailed the Motor Group that we purchased everything from and am awaiting their reply.
Is it possible to make a claim via our Visa Debit card?

It seems strange you have to pay to put in a claim. Are you sure the letter you have is genuine?
Yes I found that and it does refer to the Danish Guarantee Fund and having to pay 1000DKK. We did think it might be a fake, but the letter isn't soliciting for business. I think it's something I can do myself - once I get my head around the paperwork!
