How did they prove you were doing 32mph?

Road side speed gun would be sufficient. While it might seem harsh to be done for 32mph, speedos must never show less than you are actually doing and cannot show more than 110% of speed + 6.25mph (e.g. showing 50.25mph when you car was really doing 40) by law and most, if not all, read up by up to 10%. OP was almost certainly showing 35, maybe even 36 on his speedo to be done for 32 and if the police felt the driving was poor, can pull you even for 31

Sam Vimes' Boots Theory of Socioeconomic Unfairness:

People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.

If they're prosecuting at 32, OP must have failed the attitude test, hinted at by his "Grudgingly" accepting the ticket.
