UKPS Advice - Please!

Hello
I received a PCN from UKPS but appealed as I stopped in the car park as I felt unwell and left my car. The total time in the car park was 3 minutes. My appeal has been rejected. I didn't receive any notification but today a letter has arrived NTK to say it is now £100. When I have gone on to appeal again I can see they did reject my first appeal but I had no idea.
As I didn't buy a ticket can I still appeal again? I felt so ill that the last thing I was thinking of was a ticket!

Everyone is politely asked to read up on this in the Newbies FAQ thread near the top of the forum before starting a new thread
Go there now to learn about the game you are now caught up in and how to deal with this
In particular read up on dealing with IPC companies and the futility of appeals to them
Throughout here you are advised never to reveal who was driving
You need to edit your post to remove details of who was driving

Which UKPS - there's two of them. UKPS (North West) Ltd and UKPS Ltd?
You've already appealed, so no second chance with the parking company. Your illness on the day is unlikely to have any positive impact on any appeal. You now have to wait to see what they do next.
The good news is that neither are litigious, so you're likely to just get a barrage of debt collector letters (and before you ask, no, it won't affect your credit rating!) which you ride out. Please read the NEWBIES FAQ sticky, post #4 if this comes to debt collector letters.

also look up GRACE PERIODS in the relevant CoP after deciding which UKPS it is , I doubt that 3 minutes is over the limit allowed , which may be say up to 10 minutes
parking companies routinely reject appeals, as there is no profit in acceptance0 -

I did read the newbies thread BUT as I had already admitted I was the driver and I had appealed I wasn't sure if I could do anymore. I will contact them again and see what happens.
The UKPS is in Leamington Spa - I will see if I get another response - thank you again
Sorry I should of confirmed that I didn't have a ticket so it was 3 minutes in total without a ticket not 3 minutes over with one!0 -
IPC member (as is the other north west one), so as you will know from the NEWBIES FAQ sticky thread, once an appeal has been made there is nothing else to do
UKPS (or gladrags acting for them) have 6 years to try an LBC and then an MCOL
if this 3 minutes was the total time on the car park, from entry to exit , then its a reasonable time period to decide not to park and to leave (so as I said , read the IPC CoP about grace periods)
there is no point in contacting them again0 -

However, if it eve got to court a judge is likely to be more sympathetic, They do not like these scams. Complain to your MP.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the House of Commons recently

On Notice to Keeper there is only incident date and time but after I had sent my first appeal the reply back was:
Photo taken of contravention at 1746hrs
Drove from car park at 1748hrs photo taken
So actually only 2 minutes!0 -
What's the time line on this as this may be a rare case of an appeal to the IAS being worth a shot?
Date of the PPC rejection?
