    Thanks again for the comments.

I was driving a van (Mercedes Sprinter) and I just looked up the penalty charges. They can be found in a table here (had to break the link as I'm too new a user to post them - delete spaces to access):

    tfl. gov. uk/modes/driving/low-emission-zone/penalty-charges

It says the penalty charge for Large Vans, Motor Caravans, Ambulances, Minibuses is £500, going down to £250 if paid within 14 days. If my penalty was £1,000 going down to £500 if paid within 14 days, I would have had to have been driving a Lorry or something over 3.5 tonnes, which I was not.

That makes me think that what I said originally is correct - that the penalty was for £500, going up to £1,000 if not paid within 28 days. Although I don't have the paperwork in front of me, I'm pretty confident that's what it stated. It definitely didn't say anything about a discount to £250 for paying promptly on it as I remember thinking £500 is a complete joke as the minimum amount that I could possibly be paying.
