    I was wondering about putting too much pressure on LA/landlord. I'd be asking them, politely.

    I guess Redx was referring to the property managers who you had contact with re VRM.

    Have you, actually, asked anyone the questions I've been suggesting re who made decision/what authority they used?

    as above , if the property manager requested your data such as your VRM then put them under scrutiny and pressure as to who they passed that data to, for what purpose and under whose authority they requested this personal data of yours (who signed thios agreement with the PPC and when ? )

    Update, surprise surprise, the property management company are saying I have to contact VCS and follow their appeal process. When asked why they wanted my reg details, they say it is "held by us and enables us to monitor when parking amenities are being abused. The information is not disclosed to VCS or any other third party."

    Now even more important that you carry out the actions as recommended by REDX in post # 20.
  • Get a copy of landlord's lease from Land Registry. You'll have to pay a fee but it will be worth it, and I think it's £3. Call LR, they are very helpful and user friendly.

    So, based on this letter, what is my next move? I thought a PCN had to come before a Notice to Keeper? Or am I mistaken?

    For those that haven't read my whole thread:
    - I am the registered keeper, driver, owner etc...
    - The spot is my allocated spot for the flat i live in (under a private tenancy)
    - The parking permit I was given when I began my tenancy, which I have actively kept on my car windscreen, was displaced after the sticker holding it to it fell off in the heat and resulted in the "permit" landing in the foot-well for 2 days (hence the 2 letters)

    Also, the letter went to my old address. I knew this would happen as my v5c log book hadn't been updated to my new address. I applied to have this updated hoping the NTK letter would go to my new address in time, but alas it didn't.

    What would you recommend I do with regards having my details updated with these scammers? I do not wish to have to go back to the new tenants of my old flat again for mail. The last thing I want is for a CCJ to be sent to an old address and I miss it.

    Any help at this stage would be much appreciated.

    You are mistaken.
    A Parking Charge Notice can be either a Notice to Keeper or a Notice to Driver.

    You need to update the PPC with your current address. Do that in writing with proof of postage.
    They are not going to get your address from the DVLA every time they write to you.
    Indeed, they are only allowed to get that info once per parking incident.

    check that notice you posted , one line says its a PCN
    the next line indicates it is an NTK (so its a postal NTK which is a PCN)

    whereas a true NTD on a drivers windshield would still say its a PCN but it would not say anything about the keeper or use that word because at that stage they do not know who the keeper is , hence the ambiguous word DRIVER to an anonymous person

    what you have there is an NTK delivered by post to the address listed on the V5C that is held by the DVLA

    the DVLA can "fine" you up to £1000 for not updating those details , so get it done asap , ditto with the driving licence too

    as for this NTK, it is appealed as KEEPER using the standard appeal template from the NEWBIES FAQ sticky thread, also informing them of the correct address for service of papers (the new address) at the same time
