There can be:
(1) The 'Keeper' - the person keeping the vehicle at the time
(2) The 'Registered Keeper' - the person recorded on the DVLA register.
(3) The 'Owner' - the person who has legal ownership of the vehicle.

As the RK, I doubt whether AC could convince a court that they were not the "keeper" for tax purposes.0 -

Car dealers, in the course of their business, do not become the 'Registered Keeper', (it is the 'Registered Keeper' that is responsible for the vehicle licence).
The old keeper notifies the DVLA that the vehicle is 'In Trade' and gives their V5C to the dealer.
When the dealer sells the vehicle, they notify the DVLA by sending them the completed relevant part of that V5C (or notify on-line). When they receive the notification, that is when the DVLA update the register and change the 'Registered Keeper'.0 -
If the OP paid for 12 months tax, and AC only taxed for 6 months, then that is pretty much fraud. If they invoiced for the 12 months and only put 6 on, then the OP isn't in the position they should have been in unless AC pay for the 6 months tax on top of the 6 they did put on. The extra charges are as a result of the actions of AC so they are responsible for those and the 6 months of back tax.0

It's an administrative error. They have rectified it and paid the fine. Problem has been solved so stop making a damn drama out of it. You had to get a lift when it was clamped, not really a massive drama.0
