Dressinn.com refund

Hi guys, first time here, not actually sure if this is the right forum for this post but ill try anyway.
Basically, ordered some clothing off the site dressinn.com, delivery time due was 2 weeks to UK. Nothing has arrived now, its coming up to the 3 weeks.
Now, in this time I have been on trust pilot reading reviews of this site, and its shocking. Items taking months, most not arriving at all and the customer service team are extremlwy rude and wont refund anything if the item isnt returned to them.
Im not actually sure if this is a scam site, im assuming its genuine just terrible. The only reply I have recieved when contacting them was to tell me they couldnt refund anything after the item has been sent out. They ignore everything else I sent them about a delvery update. The actual on site delivery tracker is useless.
So, assuming my item wont arrive and they wont refund me, which judging by others reviews seems likely, what are my options for a refund ?
Can my bank do anything ?

I have order placed on : 07-12-2018, and paid of course, but they inform me on 11-12-2018 that they can not ship a package because they don`t have it anymore on the stock. But I open again the website with the same article and they was still selling it! It was written, "Only 3 pairs left"! Can you imagine that?! Is that a FREUD or what??? So they find a solution finally, and propose me to change item for other one, but, for the first order pair of long boots I have paid 14 EUR shipment, and for the new one short booties, they asking me to pay 35 EUR!!!
IS THERE ANY CUSTOMERS PROTECTION OFFICE WHERE WE CAN CLAIM?0 -

Reads as outside the UK to me .

According to their T&Cs the contract is governed by Spanish law, as you might expect.
My first observation is that the item is only a week late (3 weeks vs 2 weeks) at the moment, which might not be too much cause for concern.
You ask your options, if the item never arrives and they refuse to refund you.
As you paid by debit card, the best thing to try would be a charge back from your bank. This is not guaranteed and the company may dispute it, which may then raise the issue of Spanish law applying, but I would suggest that would at least be worth trying.
How much was the item?
Your other option would be legal action in Spain but, unless the item is very expensive, this would seem unlikely to be cost effective for you.0 -

Theres no law saying retailers need to keep "live" stock levels.
