Why unfair?
Every property built since April 1990 has a meter*
Every property that has had new occupants since 1990 could/should have had a meter fitted - but in many cases the water company doesn't bother.
Every property that has had improvements, that would have changed the Rateable Value, should have got a meter.
Millions of households built pre 1990 have had a meter compulsorily fitted.
Your friend's property should have had a meter fitted many years ago. The other houses in the street have probably not been converted to flats and then back to a single residence.
So unfair? Really?
