    If you mean 'civil', then insist on a higher ranking officer, and a written statement.

    Will the police not attend with the landlord and workmen just to ensure things don't escalate with the tenant?

    Whether it is a "civil matter" or not, there is a chance that there will be an altercation if the landlord and workmen turn up at this flat, and the tenant continues to refuse to allow access.
    In Scotland, we would call it a "breach of the peace", not sure what it is elsewhere. But depending on how the tenant behaves, the police could choose to arrest him. Having the police there might keep matters calm long enough to carry out the repairs.
    So you are asking for the Police to help you try to head off a possible criminal act by the tenant.

    No, it is an example of why amateur landlords shouldn`t be renting to people with high support needs and social work/community care involvement, yes the rent is probably higher, but so is the potential for bad things to happen.

    Vandalism and stealing are not civil matters - I would have him arrested

    Assuming you have video evidence of the crime(s) being committed by your father's tenant... Perhaps the police in your locality are actually better than completely useless and nothing but a drain on tax payers but, in this dump, they seem incapable of doing anything unless random members of the public have already done everything for them... Not bitterness; experience.

    Have you also alerted social services to his imminent risk of eviction? Need to do that now as well as everything else.

    The Social Worker as a duty of care towards the person. As GM said, contact social services and ask to speak to them urgently explaining the situation. They should provide support to your father as well as to the tenant.

    Of course the behaviour may be nothing to do with the Aspergers and everything to do with him just being an antisocial idiot.

    Thanks all for your replies, yes we have been in touch with the social worker but they are pretty useless and often wont talk to us! We have now received a letter from the tenants solicitor claiming all sorts of bull, all of which we can disprove but because of this we are going to see a solicitor.! Will let you know how things go.! Thanks again
