I've given her a last chance to sort it out, and if she doesn't refund, then I'll have no option but to neg her.
I've been polite all the way through and given her plenty of chances to sort it out, so I don't think I'm unreasonable in leaving the neg.
The total amount in question is only £2.99. I know it's not much but it's the principle of paying and not getting anything that bothers me, and I'd hate for someone else to get stung buying something of higher value from her.Here I go again on my own....0 -

I would log a disute with PayPal, but when it comes to leaving feedback, just don't leave anything. I've normally found the other person will not bother as well and therefore no Positive or Negative feedback left. Of cause it the seller then decides to give a neg, return the favour and give one back.

Never mind the principle, it's always the money. A 'seller' could quite easily tot up a hefty sale amount with a few hundred unsent £2.99 items in just a few weeks and then disappear.

There are some naughty people (you know who you are!) who pretend they didnt get an item and demand a refund. Ebay and Paypal should come up with something to solve the problem because its not a nice feeling having to refund your buyer and be left without the item just because Royal Bleedin Mail have !!!!ed up. Then they refuse to refund you because you send it by ordinary mail instead if spending more then the item's worth in registered postage.

Who needs registered though
An item worth less than £34 can be sent with a simple proof of postage which is free and that enables a claim for loss to be made.
Paypal have come up with something to solve the problem, the problem of course being sellers like the one in the OP who refuse to take any responsibilty for lost items. a seller can protect themselves, a buyer can't so for me this is a perfectly acceptable scenario. The alternative is too horrid to contemplate. Imagine a seller being able to turn round and say sorry, nothing to do with me..as a buyer would you honestly be happy with that?
Unfortunately the OP has run into a muppet who appears to have very limited understanding of how ebay and paypal works. Like steve says this will be yet another seller who runs to the anti paypal sites telling tales of woe and just making themselves look foolish by basically admitting they sign up for all sorts of user agreements without bothering to read them.
The only thing I would say to the OP is get your refund first and worry abou tnegging later, the refund at the moment is the most important aspect of this.

That's the problem with the feedback system. People are too scared to leave a negative when things go wrong, for fear of getting one back in return.

I appreciate there are people out there who may pretend not to get things.
However on the same basis the seller has no proof of posting the item either. Maybe it did get lost in the post, but maybe she never bothered sending it. I now don't know what is the truth, as I've lost faith in her.
If she had a POP certificate (which is free from the post office) then I would know that she did post it, and I would be more understanding.Here I go again on my own....0 -

since RD costs 70p over standard post its hardly earth shattering money.
okay not perfect but pretty cheap for what problems it could prevent
RM seem to be toughening up probably due to a lax attitude and abuse of the compensation system previously0
