Best Data SIM for Temporary Home Broadband (Hotspot/Tethering)

My Dad has canceled his broadband with Plusnet and temporarily taking a break from broadband providers for a few months. He only uses the web for email and an hour or two browsing a day
I temporarily set up mobile hotspot/tethering for him on his current plan (O2/500mb) and was wondering what good data plans are out there.
Ideally a PAYG SIM with no expiry on the data. Maybe for 5GB. Also thought about the older USB dongle option?
Any advice or experience on good data plans for mobile without contracts and expiry?
