So, it turns out that the previous tenant was evicted for rent arrears and he hadn't paid the gas bill so they disconnected the flat from the street.
Nobody thought you get it reconnected before the next tenant and they can't reconnect without a surveyor or something so the earliest it can be done is the weekend.

The LL has a legal duty to provide a gas certificate - have they done this?
There may have been a cert from the previous tenant.
They also have to provide an electrical EICR and mains powered smoke detectorsbaldly going on...0 -
I asked my son and he said he was given a 'pack of papers' that may have contained a gas safety certificate. He works nights and when I was speaking to him, he was at work.
He's away this weekend so has told the agent that they can enter his flat while he isn't there if necessary to get the work done.

Another update: Still no hot water. Apparently they're coming on Wednesday but the landlord has given the my son the key to the (empty and being done up) next door flat that does have hot water so he can use the shower in there until it's sorted.
