Scotland new tenancy no hot water

My son moved into a rented flat on Friday and has had no hot water since he moved in.
The agency couldn't work out why and told my son to call British Gas who sent a plumber who told him the gas wasn't connected.

The agency have since washed their hands of the problem and left my son to it.

He works nights so us having trouble sorting a plumber and I live 400 miles away in England.

Whose responsibility is this? Thanks.

    In Scotland, Landlords must be registered with the council. Check the https://www.landlordregistrationscotland.gov.uk/search. Contact LL and ask him to resolve the issue asap.

    Your son (the tenant - not you..) should write (yes, write, keep copy, and/or email) the landlord (yes landlord, copy agent) using draft letter here from Shelter Scotland.

    Further advice there including how to take such issues to FTT if landlord & tenant fail to resolve matters.

    We have the name of the landlord but only the address of the agency. How do we find him with just the name?

    Ask agent & check address given in Landlord registration

    The rental advert should have contained the landlord's registration number on it, and the rental agreement should also contain the landlord's contact details and registration number. Sounds like the gas may have been disconnected. What does the tenancy agreement say about gas and electricity? Is there a gas safety certificate?

    With some council's when a tenant moves out, the gas is capped off. The new tenant has to ring the supplier to get it uncapped again.

    Its unusual for this to happen with private rental properties but could have happened. Might be why the LL left it in tenant's hands.

    I'm not saying for certain this is what happened, but it could be.

    If the person who came round said it wasn't connected, did he actually say it was capped off?

    He said that the BG engineer said the gas 'wasn't connected' but he didn't understand the technical jargon. The agent said that they had opened an account with BG in my son's name (prior to him moving in) but when my son called BG they had never heard of him and didn't recognise the meter number.


    He emailed the agent asking them to to assist and they have arranged for a BG engineer to attend tomorrow morning so hopefully he'll be wallowing in the bath soon.


    I have a copy of the contract at work so will look to see if it contains the landlords info. Son is working tonight so he doesn't have the info with him. I'm not sure about the gas safety certificate, I'll ask him.

    So I have a registration number for the landlord but there's no address on the registration page when I look him up, just a name.

    Update:

    The agent (on receipt of the email my son sent) has arranged for a British Gas engineer to attend this morning. Can't complain about that.
