Read my Admiral thread. It has draft letters before claim to send to the employer and the PPC. Was the obligation to go online and swap the numbers imposed in the original parking contract with her employer? If not, PE had no right to impose new conditions. The fact W complied with the new conditions was for convenience, not because she accepted their new terms. Really, if she swaps between two different cars with such frequency that is ridiculous to be expected to go online every day.

Thanks for all the replies. An update: Wife appealed and was successful.

I spoke to the bloke in overall charge of university parking. I realised that I had worked with him in the past and may need to again so I had to keep everything very civil. He said that the PCN couldn't be cancelled from the university end and that my wife should appeal to PE.

My wife appealed and today received an email from PE saying her appeal had been successful.

I suspect that forcing people to go through the appeal process rather than cancel at source is deliberate university policy to encourage people to observe parking regulations.
