Which route?

Wife just had PCN from NCP at a London Underground station. She wasn't the driver nor did the driver park the car as there were no spaces. Entered car park drive around for 10 mins then left. This was done twice about 1.5 hours apart. The notice is for the second time. There was a large concert on that night which is why I assume there were no spaces. Do we just tell them they need to contact the driver without giving details? Or just simply say that the vehicle wasn't parked? Ta

Everything is explained in the NEWBIES FAQ sticky, post #1.

Please have a read of that and come back for advice once you've formulated a winning strategy. Ta!
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Have done a number of times and also the mse guide which says that I can just write to them and see where it goes? It is a bit confusing tbh. Shall I just send them the template?

Is this land covered by bye laws?

You have been advised twice already, please read the FAQs, if you do not understand them, read them until you, everything is explained therein.

It is at an underground station so assume bye laws apply? Will have a look at how they affect me as I don't see that info in newbies guide.

If bye-laws apply only the TOC can take the driver to the magistrates court, (within six months) but they never do.
