Campbell19925 is giving out some seriously misleading, wrong, and potentially dangerous advice.
Secondly these are not fines, and yes a parking company can take you to court even if you didn't enter the car park, just as anyone else can try and take someone to court.
Proving a case though is another kettle of fish entirely.From the Plain Language Commission:
