    Ah OK, I think remove the misleading preamble about 'no ANPR'.

    And you are suggesting with your wording here, that the sensors know about the 'whereabouts of this vehicle' and they can't do that. The sensors just show when the bay was empty, then when ANY other vehicle filled it...all day unidentified vehicle ''ins and outs''.

    I've never seen such a log but I'd say something like 'bay taken/bay empty' should appear on a log, so maybe say:
    [STRIKE]As there is a complete lack of ANPR evidence as this site does not use this - and due[/STRIKE]
    Due to the vehicle leaving and returning to the site (complying to the no return within 2 hours terms and conditions) I request Euro Car Parks to supply evidence from this 'sensor-controlled car park' of the full usage of that bay for the hours between the first (am) arrival and the final/second (pm) leaving time. [STRIKE]whereabouts of the vehicle[/STRIKE].

    If the sensors were working and in use on the day of the ticket issue then Euro Car Parks should have a full record of the [STRIKE]vehicles[/STRIKE] comings and goings of all vehicles which used that bay and the sensor records of when it was empty, in between cars. The operator [STRIKE]and[/STRIKE] should produce evidence for POPLA for that complete record, from that bay (identifiying the position of the bay shown in the log they produce, otherwise they could cherry-pick another bay where a car stayed all day).

    I would also like an explanation to be given from Euro Car Parks to POPLA in respect of how the sensor operates such as how this is monitored, how accurate it is and what audit/monitoring/approval of the system has been given by the BPA and even the DVLA. I suggest no such audits have taken place and this new technology system - which records no VRNs at all - is open to abuse by the parking operatives on site.

    This is relevant because I also [STRIKE]question[/STRIKE] state to POPLA that I believe the operatives are ''ghost ticketing'' at this location. This [STRIKE]which[/STRIKE] is unprofessional, misleading and possibly fraudulent conduct. The image provided in the evidence by Euro Car Parks shows the alleged window ticket (strangely) placed for the purposes of a photo on the back window of the vehicle although this was not located by the driver on return to the vehicle.

    As this has happened FIVE times (I have five identical POPLA appeals in) it is likely [STRIKE]it is suspected[/STRIKE] that [STRIKE]it[/STRIKE] an empty ticket envelope was placed there, an image was then taken of the vehicle and then it was removed to avoid confrontation when unfairly ticketing vehicles that simply have not been there for the duration claimed.

    The five POPLA codes where this has happened each and every time are:

    and I supply these so that the matter can be referred to the Lead Adjudicator for raising with the BPA, if POPLA form the same view that I do about the apparent ''ghost ticketing'' rife at this site.

    Also so that POPLA do not give the five appeals to five different Assessors, creating a risk of inconsistent decisions.

    All facts are the same for all appeals - one POPLA Assessor is asked to consider all five, in the interests of fairness, given the serious allegation of ghost ticketing.

    Coupon-Mad - I just managed to locate my account on here and thankfully all 8 tickets have been cancelled saving a lot of money.

    They attempted with responses for the first 5 and looks like they gave up as the last 3 they had no response to my appeal. Thank you for the help, it was greatly appreciated.

    Wonderful! Suggests that they were uncomfortable about the ghost ticketing allegation.

    But I would not stop there.

    As you really believe ghost ticketing is happening, please look out for it in future and record it happening, watch them do it and remove the PCN after they take a pic, and then send your evidence to the BPA and DVLA.
