    It could be viewed as a way to stop speculation and would have been a way to stop such activity in the past however there are far better ways now to spot undesirable booking and ticketing activity certainly in the case of TA's.

    So it isnt that Norwegian dont care its that they do not need the rule because speculation does not happen and if their systems spot any questionable activity then they deal with it very quickly.

    So speculation in this case just isn't worth the effort or risks.

    BA would more likely say that the name change policy is there for security reasons.
