No, the fuse is there to create a failure point if the lamp goes faulty and draws too much current. If the lamp is dim with one fuse, it won't get brighter using a lower rated fuse. (The fuse might just blow if it's really too low a rating.)

The unit is a 30 watt light, 30W at 220V means that it is only drawing 0.14 of an amp, a 3 amp fuse it all that is required, changing a fuse for a different value one does not make it work if the fuse has blown for some reason then for safety it should only be replaced with one of the same value in this case 3 amps.
As others have said get someone that is a competent person i.e. an electrician who knows what he is doing and not leaving saying the wiring from the spur may be faulty and not sorting it out, all they need to do is test whether the 220v supply is there at the unit, if it is then the unit is faulty and needs to be sent back and exchanged.0
