Seriously, get the electrician back in, or a proper one if that one doesn't know how to tell if it's the wiring or light that's faulty.

so putting in a 3a fuse will make it work?

No, the fuse is there to create a failure point if the lamp goes faulty and draws too much current. If the lamp is dim with one fuse, it won't get brighter using a lower rated fuse. (The fuse might just blow if it's really too low a rating.)

I see that the unit "Comes with 90 days money back guarantee and 24 months warranty to cover any issues with the flood light. We offer a first class support service to all our customers".

    I would send it back.

The unit is a 30 watt light, 30W at 220V means that it is only drawing 0.14 of an amp, a 3 amp fuse it all that is required, changing a fuse for a different value one does not make it work if the fuse has blown for some reason then for safety it should only be replaced with one of the same value in this case 3 amps.

As others have said get someone that is a competent person i.e. an electrician who knows what he is doing and not leaving saying the wiring from the spur may be faulty and not sorting it out, all they need to do is test whether the 220v supply is there at the unit, if it is then the unit is faulty and needs to be sent back and exchanged.
