There's a possibility that they have cancelled the charge. Go through the motions of trying to pay the charge via their 'Pay My Parking Charge' (or whatever they call it) portal. That will give you the current status of the charge. Take screen dumps of each page, especially those that state they don't recognise the charge, or that it's been cancelled.
Come back with what you find.

You'll also want to get one of the one preventing you appealing electronically.
Depending on the 28-day deadline for your appeal to CEL, you might want to wait a few days to see if the electronic route opens up. Every time it fails - screen dump.
If you have to resort to snail-mail, then it's first class stamp, taken to your Post Office counter and request a free Certificate of Posting - not 'Signed For' or 'Recorded' or 'Registered' as PPCs routinely refuse to sign for receipt. In any case, their address in Exchange Flags, Liverpool (if that's where postal appeals are to be sent) is an address of convenience (mail drop), they don't operate from there.
Do you think such a prestigious location would house the likes of a private parking company. Have a look at Exchange Flags on Google Street View.

Is this a leased/company or hire car where the PCN would firstly have gone to a Fleet Manager or lease firm, then to you when named as hirer/lessee?
If so, then your appeal should be the Edna Basher version from the first post of the NEWBIES thread, not the ordinary blue writing appeal.
If the screen doesn't let you appeal, today, as others have said, just email a complaint and screenshot an an attached copy of the Postal PCN, the BPA (the AOS/BPA email addy is in post #5 of the NEWBIES thread).
DO NOT SAY WHO WAS DRIVING IN ANY COMPLAINT/APPEAL. SO NOT ADDING WORDS LIKE 'I PUT MY REG IN' TO TRY TO EXPLAIN MORE...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If you haven't revealed the driver's identity to the hotel or PPC, then you need to edit your post to remove information about who parked.
Why do you think that this is important FC? IMO the poster would fare better in court by not hiding behind POFA. .
The PCN was sent 6 weeks after an ANPR trap TD, easier to kill off at POPLA than a punt in court (assuming it's not a lease car).0 -
The letter has an issue date of 11th June so I assume I am still within the appeal period. I made myself known to the hotel on Friday as I wanted to establish that I could obtain proof of payment as I no longer had a receipt, so I guess the driver naming may be an issue though I didn't specifically said I was the driver, but did say "I parked".0
