Had a welcome letter from Three for a new contract ( with phone) for an unknown person but for my address. (Long term - just myself and wife).

Three just says, thank you, but refuse to confirm or send me a letter ( now or after investigating) confirming no live contracts at my address, claiming data protection etc... it is clearly either potential fraud or an input error. ( no recent credit checks against names, but agencies don‘t Let you check just the address).

That is actually correct, you are not the account holder and it is possible that it was a fault at sign up but it's likely that their fraud department will investigate to check that anyway. They just can't tell you because it would contravene the Data Protection Act it it's a genuine account with a clerical error on the bill you've received.
