Can anyone claim ESA for 13 weeks?

I would agree, but a thread where it looks like somebody is trying to claim benefit without providing medical evidence i.e. a fit note, looks suspicious to say the least. I can't see a doctor refusing to provide a fit note to enable ESA to be claimed with that list of illnesses.0

Getting a fit note won't make any difference though will it because I haven't paid enough NI contributions and my spouse earns too much(which is fairly laughable as I would not call £18k take home "too much" lol). ?
Are you certain that you wouldn't qualify for contribution based ESA/
Have you been working during the years 2015/2016? If so, full time/part time? Salary?
I don't know how old your children are now but are you claiming tax credits?
Have you put your details into a benefits calculator to see if you are eligible for any benefits? Try https://www.entitledto.co.uk.0
