If the whistle has been there since you bought it and it hasn't sounded differently since the day you bought it, it maybe that is how sounds, you've covered 15k and it hasn't blown so for those who are installing fear in you on the back of your worries about the turbo i's say chances are is that is how it wants to sound as normal and there maybe nothing to worry about.0

Change out of £500 then.
Turbo chargers don't whistle unless there's an air leak or they're knackered. Its quite possible to do 15k with one whistling away.
However this vehicle has a significant oil leak and there is an oil pipe that feeds the turbo and it is likely that either the pipe is leaking or the oil seal in the turbo has gone. On a diesel if its the oil seal this can end up being a bad thing as it can develop to the point where it causes the engine to suddenly accelerate and keep on rising in speed until it blows to bits, diesel runaway, and you can't turn it off other than hoping you can stall it with the brakes whilst in gear because it is running from the oil the turbo is pouring into the engine so switching the key off won't do anything.This is a system account and does not represent a real person. I would be inclined to have the car inspected at a vw dealer or better still a vw specialist, before making assumptions as to what the cause, then you will know what you are dealing with, if it is the turbo make sure you have the turbo oil pipes replaced or at least flushed to remove and minute particles that can find their way into the engine..0

I am a happy man!
Got it into the garage and they ran a full inspection and test drove the car. One of the turbos pipes had blown loose, the turbo itself seems ok. The oil is not comming from the turbo/pipes, it is comming from the top of the engine which worried me but the mechanic said to just keep it topped up and bring back if there was significantly more oil loss or other issues.
Job done for £44.99
Car runs much quieter. Just hope it does a few more miles to the gallon now pipe is in place.

Although it's not strictly needed, some modern Diesels (including the Touran) have a throttle body & plate on the intake. They're used as part of the EGR system but also have the effect of reducing judder after the engine is switched off.
