    Your children are old enough to know that they shouldn't touch the 'messy' fence, and you don't need to touch it either , so trying to get an obscure technical law enforced against this loony seems to be playing into his hands.

    Attention and your anger is just what he wants.

    I imagine anti vandal paint is sticky, so if you want to take him on, be creative and start sticking stuff to his fence when he's at work, at night, whenever. That will pee him off much more than getting some poor PSCO round to tell him he's a naughty boy.

    Me, I'd ignore him and his fence. He's a richardhead. If I react, he's going to get what he wanted. I'd start planting pyracantha; a nice, fast growing, prickly evergreen shrub.
