Norwegian air question

I am looking at flights from LGW to PMI. Norwegian air seem to be quite reasonable (keeping my eye on the prices).

I will be booking for 4 adults and an infant (on lap). There pricing is low fare (with no extras) and low fare plus (includes seat and checked baggage).

I want to book seats for all four but only need 1 or 2 checked baggage. Can I do this on one booking? Do I need to book 4 x low fare and just add the baggage and seats later?

If you click through to the passengers, you have the option to select checked baggage or hand luggage for each passenger. So you can just the two bags. Interesting, one bag each for two people is cheaper than two bags for one person.

I travel quite a lot with Norwegian and we always book 2 people on the flight and one bag between us.

Ive clicked further on and seen the baggage choices but I can't see the option to book seats without putting everyone's information in?
