Smart Parking fine in NI

Hi just read over the newbie thread and I may have picked it up wrong but I’m in Northern Ireland and I’m wondering if I follow the same template of appeal? Or does it say do NOT appeal?
I’m the registered keeper, the driver of the car was waiting outside the Job & employment office while another person went inside. I think a total of 30mins. They actually tried to get change inside but couldn’t and thought it would be fine, the security guard said not to worry if there was someone in the vehicle. They’ve done this loads of times.
Do I have no option but to pay it on this occasion?

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.

    Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    Hospital car parks and residential complex tickets have been especially mentioned.

    The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

    and complain in the most robust terms to your MP. With a fair wind they will be out of business by Christmas.

    You have not received a fine. You have received a speculative invoice from a scammer.

    The NEWBIES gives specific advice to keepers in NI and Scotland and you should follow it precisely. You will not find anything anywhere telling you that you should pay.

    Does the NTK mention anything about the POFA?

    In addition to this, you should complain to your MP and Sir Greg Knight MP about this unregulated scam.

    The above NEWBIES thread was last edited three days ago. I do not believe the advice specific to NI has changed since then.

    I hope you don't mind me hijacking this thread.


    I have received a parking ticket from Car Park Services after parking in a private car park in NI (Belfast).


    I know the advice is to ignore and under normal circumstances I would do that. However I use that car park on a regular basis and wanted to check if I can be clamped by CPS at a later date for non-payment of a fine.


    Any ideas?
