PCN from parking solutions 24 - appeal asking for driver details

Hello,
I was doing some work today at Royal Glamorgan Hospital in Llantrisant, Wales. I had been working on their premises for about 2 years and never had any issues with the parking. I've been told that it's private land and TBH, everyone parks on double yellow in the area.
Well... today, my car was the only one with a PCN (for parking on double yellow lines), despite being parked on the same street with another 50-60 cars ?! I've got pictures to prove that.
I spoke to the admin team from the hospital and I was advice to appeal online and let them know the reference number, maybe they can cancel it.
Anyway, to make a little bit more complicated, I've got a leased car and if the PCN is sent to them, they will pay for it along with £20 admin charge.
I will therefore appeal online but how can I approach them so I can still get a POPLA code? I'd guess I should appeal as the vehicle hirer/lessee, NOT as a keeper? Do I need to apply now or should I wait around 25 days as stated here?

Go along with the hospital (in parallel) to try to have them cancel this.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I did appeal online but they didn't give me any reference number ?! Because my email address has my name, I couldn't put it in their online form... now there is no other option for appeal (as was made already) and I don't have any reference number either ?!

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

Update:
I rang them up for a reference number but there is nobody to deal with, what a surprise. However, there is an email address mentioned by their automated telephone service.
I made the appeal via email but they came back to me asking for:
Full name, contact telephone number, email address & full postal address, we will be unable to log your appeal. You will also need to confirm whether you were the driver of the vehicle at the relevant time, the registered keeper of the vehicle or a 3rd party representing either the driver or the keeper.
When I made the appeal, I've signed as "Registered Keeper", didn't mention my name at all, provided my address but NO telephone number. Doesn't really bother me to give them my number but do I have to give them my name ?!

But what you do not do is talk about who parked/was the driver. Back to the drawing board - you really do need to read the NEWBIES thread for what you should have done/should do now.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
