Does the tenancy agreement mention anything about the tenant is still responsible for any guests behaviour ? Would it be possible to make an appointment with your local councillor and get them involved?0

I can't remember as its not in front of me, and you just reminded me the once a month my local councillor is in my area is tonight!
The soundproofing is a difficult one, I only ever hear noise when its idiots, I can't hear genuine everyday noise like normal walking about, or their washing machine, or their tv even so im assuming the soundproofing is good enough, I only hear conversations when its at extreme levels like the talking/laughing sounds like people who have had a lot to drink and don't care or control volume of their voice.
The only reason I haven't taken it even further is at least between the hours of about midnight-6am I get no noise apart from on a few rare occasions, and 6am-9am is enough for me personally to sleep though as I am a heavy sleeper.
I did get a form to transfer/go back on waiting list but I only got this one as my last propery flooded due to it being in bad state and roof collapsed due to flood in the bathroom.
On the other side of the block I have a drug dealer/junkies who jam the back door open, a few weeks back they ripped the entrace buzzer off so it didn't lock, and I have found needles outside my door before (which to be fair is a big reason for the upstairs noise as the neighbour refuses to let her kids play in case they find needles)0 -
Really had enough, in past few minutes I have had men shouting, I say shouting as its talking at shouting volume, dog barking.
Don't know to bother reporting it to council as I get nowhere with them.0 -
if there are 30 to 50 kids in, other people must be able to hear it?

you need to start a diary if you haven't already.
You also need to call the council /social services about concerns about childcare that you think might be happening there.
Insist on mediation again, don't let her false tears get to you this time, she is the tenant she has to attend not fake boyfriend.Life is about give and take, if you can't give why should you take?0 -
I did keep a diary at the time, until I decided to tolerate the noise because for around 2 months even though it was loud, it was set/setish times like first thing in morning, lunchtime, when kids came back from school and before bed, and though stomping and crashing it wasn't as bad as now.
It only flared up at the start of May with the bank holiday, then hot weather.
I forgot to say, when mediation was cancelled first time, when I rang back to make the complaint they contacted the tenant and got called back from mediation saying the neighbour has refused and wouldn't tell me why but said "its clear that mediation is not an option from the tenants attitude and what she has been saying to us" she didn't make it clear but I hinted and she pretty much agreed/confirmed it was agression/shouting at the mediation staff.
Is it just social services I contact direct?0 -

Who knows, but why ask in such a way?
I would hope in a way though that she realises actions have consequences, but a reason I haven't taken it further before now is if benefits or social services gets involves I will be her number 1 suspect and having so many large male louts as friends and me living on ground floor Id worry for my safety.0 -

I also think you are expecting too much from this. I think you should cut your losses and leave otherwise you will have years of problems from her. She is not willing to change and the landlord will not effect change.
Given the choice would you choose her as a neighbour?0
